What is a DEWA premise number, and what can you do with one?
DEWA — Dubai Electricity and Water Authority — supplies power and water to practically every property in the emirate. To do that, it needs to know exactly which property it is supplying. The premise number is how it keeps track.
It is one of the most precise ways to identify a Dubai property, and most people who have one do not realise what it is good for.
What the number actually identifies
A premise number is attached to the physical property, not to the person paying the bill. Tenants come and go, accounts open and close, but the premise number stays with the unit.
That distinction is the whole point. An address can be written five different ways. A unit number is meaningless without the building. A building name might be shared across a master development. A premise number is unambiguous: one number, one property.
For anyone trying to pin down exactly which unit is being discussed, that precision is worth a great deal.
Where to find one
On a DEWA bill. The most common place. Anyone who has paid a utility bill for the property has seen it.
In move-in or handover paperwork. Connection documents carry it.
In the DEWA account portal, for whoever holds the account.
Sometimes on a property listing, alongside the other reference numbers a listing carries.
If you are a broker, the realistic route is that a landlord or tenant gives it to you, or it appears in paperwork you already hold on the unit.
What you can do with one
Confirm you are discussing the right unit. Two agents describing "the two-bed on the fourteenth floor" may be describing two different apartments. A premise number settles it in one line.
Identify the property without a listing. This is the useful one. A listing link only exists while the unit is advertised. A premise number works whether or not the property is on the market — which means you can research a unit nobody is currently selling.

What it is not
It is not a title deed number, and it is not proof of ownership — the person paying the DEWA bill is very often a tenant.
It is not a public directory. Knowing the format does not let you guess at another property's number, and there is no lookup that turns an address into a premise number.
It is not the same as the unit number on the door, the plot number, or the listing's permit number. Those are all separate identifiers.
Is a DEWA premise number the same as the account number?
No. The account number belongs to whoever currently pays for the supply and changes when they move out. The premise number stays with the property.
Can I look up a premise number from an address?
No. It comes from a bill, connection paperwork, or the account holder.
Does the premise number tell me who owns the property?
Not on its own. It identifies the unit precisely, which is the step before identifying the owner.
